well now the problem has seemed to fix its self... now everything works now...

i have just recently installed window blinds on my computer... and am using the NoiX skin (downloaded) and after adding this skin i have realised i cant get to "my computer", "my documents", or control pannel with out my tool bar disapearing and my desktop icons disapearing. and when everything dose come back...it still wont pop up... please help me..
