I don't think they have a counter. That said the cloaking device uses a ton of mass. I recommend fast firing weapons like kinetics or beams so when it does appear you knock down its rather limited defenses and do as much dmg as possible before the cloak recharges.

There are many systems at work and the easiest thing to miss is the adjacency and moral bonuses. It's not very clear by the improvement type in the tool tip is tells you which bonuses will level the improvement. Are you talking about your old post lists or your subscriptions? You can unsubscribe from threads by clicking on subscriptions, hovering over the thread, and clicking the Star to unselect it.
Make a "People Mover" colony ship. You only need 1 or 2. These have as many colony modules as you can place. Do not use these to settle colonies. They should just move back and forth spreading out your population between planets. Later on these will have the transport modules. This helps your pop grow fast as well as push colonist to your big econ planets.

Depends if you have 32 or 64 bit Vista. I believe there is even a 64 bit xp. Right click on Computer and select properties it will tell you. But yes you would have to "update" to vista. Honestly I really do not recommend this route in your situation Sugien. Just spend the $100(?) for Win 7 64 bit. Stay away from Win 8

Yes they will attack. It's not too common but they have wiped out my towns in past games. Generally though a good city loc is a good city loc. Just be ready to defend it.

I think as long as it's a 64 bit processor you will be ok. It's fairly new tech. Ram...well I'll go out on a limb and say try to get 4gb at minimum but strongly suggest 8gb. No rush you ahve time to slowly build up your system :D
