Anyone believing MS regarding ease of negation of a data collecting, invasive feature is imho, naive. The very fact that such a feature even exists or is allowed to exist speaks directly to MS's motives. A generally good rule to follow is to make a registry/system backup before using a "cleaner". That said, could be Icon Packager. If you can, don't use the registry cleaner, purge Icon packager, reboot, run sfc /scannow from an elevated command prompt and after it completes, reinstall it. Not sure what you mean by "change the image of it" when opened and closed. Do you mean it's skin/theme? Can you be more specific? To change the skin, click on the Nexstart Start button, and choose "Preferences". A window should open. Then choose the "Themes" tab, and choose one to your liking from the list in the left panel. Then click "Apply" and then "OK". If that isn't what you meant, try making a screen shot.
