You cannot, and Stardock can't change that. Chrome was changed to not accept skinning. Edge is Chrome based so, it won't accept skins, either. Firefox can still be skinned as can Pale Moon.

If the artist removed the CursorFX skin, that would mean that for whatever reason, he does not wish it distributed anymore. Since it's their IP, it's against the rules for anyone else to distribute it. Sorry.
