Which skin are you asking about? If it is designated as a "master skin", the answer is no. Those are sold separately. The regular skins in the gallery are free, but if the skin is updated to work with W10 and W11, it should be noted in the skin's description. If you aren't sure, ask a Moderator, or make a post in the Skinning sub-Forum.
Stardock doesn't sell Fences 3 anymore. It has been replaced by Fences 4. As for licensing, you can refer to tis page: https://www.stardock.com/products/fences/download
