They do that in DA as well. In a game yesterday I had the even happen for the first time, and they wiped out half my fleet (while it was orbiting my own planets) before I could organize a defense and fight them off.

What I find to be most effective in bilking the AI is to: 1) Declare War 2) Destroy Every Ship/Starbase they have, bringing their military rating to 0 3) Offer Peace for as much as you can get (lots!) 4) Repeat until you are tired or they surrender.

When the game calculates military strength it uses total military force, not on a ship to ship basis. Because of this,a race with a significantly lower military strength can actually be the more powerful one due to various reasons, such as the ability to put more ships into a fleet (who cares if person A has 100 more ships if they can't put them into fleets big enough to put up a fight), or having weapons that no one has defenses for.
