Yes turning that option off makes the menus and tooltips pop above the bar... along with everything else as expected.

Right clicking on a system tray icon pops up underneath Tiles. See image. I have tiles running on monitor 2 which is the left monitor (which makes it's screen x-pos negative) if that helps. Seems like a strata issue. This happens with every menu and popup tool tips. <sp
