Urrrrr...... I dunno but..... I've been a registered and confirmed PayPal payer for a couple of years now. I live in The Netherlands and had no trouble at all getting myself confirmed. Since then they have moved to a local European branche which should make getting confirmed as European citizen even easier. In NL we even have the option of direct debit through paypal now.
