That the password should function. Re: Tighter control: We believe that the password was auto-blocked because there were two IPs that attempted to download the file; each IP was multiple states away from the other.

No copy of Star Ruler uses DRM to my knowledge [exception: Steam]. Amazon *might* have DRM but games I've grabbed from them haven't had DRM installed. This prevents you from doing so how? The game doesn't prevent you from installing it somewhere else if you installed it somewhere already. It doesn't delete the setup EXE/ZIP when you install it. Just give him a copy of the installer. :P

Do you not have any external media the game installer could be pushed to? You could just upload it to a filesharing service and send yourself the link to it and/or your brother.
