Did you turn on the search filters and select internet? Or are you using Cortana?

Also, if you are using the Start10 beta fences contents show up in "all programs". I've been usign that a lot lately because it's always on top of other windows

There is a known bug with wallpaper changers and translucency (A MS issue). Turn off the blur option and all should be well while we try to find a solution.

If Fences is disabled, whatever settings you have with Windows will be in effect. What is there to fix?
I wouldn't expect any action before next week (at the earliest). We love/hate insider builds. Ya know?
