That's very odd and not an error I've seen before. It looks like a Windows installer service issue though.

SDC wasn't designed to be deployed in an environment like you describe. Downloading from the website ( https://store.stardock.com/myaccount/products ) is likely your best bet.
Population growth concerns me. People aren't dying like they used to and supporting all of these folks has a cost. I'm not sure that the cost will be affordable long term.
Norton is an idiot. WS.Reputation means that Norton doesn't recognize the file (no reputation) and is being super-paranoid. Of course it doesn't recognize it . . it's new! Disable Norton during this download. And slap it around some while it's disabled.
