My tip: take a 5 to 10 second high quality video loop (via, mpeg2) and import into adobe flash mx 2004 or later. save as animated GIF image and resize it to 768x1024. with the right compression you could have a high quality animated image. now add the image to your desktop and WALLAH!!! animated desktop. i do that because i myself can not afford anything but xp. and it's a lot better than using a program to do the work which will decrease cpu usage. I think that's an overstatement - IE7 and FF 1.5 are certainly comparable, though I cannot speak for Opera.
