windowsexplorer not skinning

For some resaon my windows explorer is not skinning. My internet explorer is taking the skin just fine. Am I missing somthing. I am all up to date with windowblinds updates. please help.

Which WindowBlinds version and which version of windows (including service packs) are you running?
