habitat improvement

this has no effect. More generaly, a lot of other techs seems not to have any effect, or the associated building do not seem to exist (stadium for exemple) ; it would be good if non implemented features were clearly indicated so as not to report them as bugs.

If I remember Habitat improvement works only in high PQ planet.

It's probably not implemented. And yes PQ Improvements usually only work on high PQ planets that have the appropriate tile that can be converted into usable land.

Thats stupid... PQ improvements not working on lesser planets... comon... there is a reason we spend Lots of money into Bio-research. and that is to allow colonization on lesser planets to expand ur empire more...
