At game startup - tax rate has no affect on overall approval

This is probably another case of the display not being updated immediately under a specific situation. After a turn or two I looked at the domestic policy screen again and saw that the overall approval rate now tracks with the tax rate.

In line with this, if a planet is currently selected while the tax rate is being altered, the approval rate of a planet should also track with the spending rate immediately. With the current code, you either have to deselect and reselect the planet to see the affect of a tax rate change, or go to the next turn.

I don't think that it's related to displays being updated. I've noticed that all new planets start at 100 morale. I think small populations are just easier to make happy?

Your second comment is definitely true though. Morale does not update until you click on the planet again.

The overall approval in the domestic policy screen should be updated immediately when you change the tax rate. Otherwise, how can you tell what the affect is of your change?

I have since observed that it is impossible at the start of a game to tax people enough to lower their morale below 100%. So this report was made in error. I really didn't expect such hith morale values.

Actually you should try taxing to max they will get angry im sure....

That's just it. At the beginning of the game you only have your home world and there are only 1 billion people on it. Run the tax rate up to 100% and the morale is still 100%. It isn't until the population gets well above 3 billion that the morale starts going down. Not at all like GC1, but then, the balancing of morale and growth are, as I understand it, not done yet. I think we will have to wait for Beta 4 to see how this will turn out.
