No colony or spaceport in new game

I started up a new game, normal galaxy as altarians and discovered that my homeworld had neither a colony or a starport on it. Didn't seem to affect gameplay, except that I couldnt build ships to start with, but it was definitly weird.

Was this a brand new game, or a new game started with another game already in pregress?
