Bug: CTD when setting Shipyard production from Colonies List

Steps to reproduce:
1) Open the Colonies List popup
2) Choose a colony with a Starport
3) Click on the Starport production progress bar
4) Choose a ship model to build
This should generate a Crash to Desktop.
