Image Filters Plugin?

I got this idea, admittedly from Longhorn/Vista.
We all know how the transparent window borders actually blur whatever is under them in Vista.
But, I was wondering if this can be done with DX? Either through scripting or with a plugin that would be
attached to the object.

I think this would be neat for wadgets, either blurring the desktop image below the wadget or if the
wadget is on top of other windows, blurring that area under it. Perhaps being tied to states, a normal running
state could be blurred, but when you mouse-over it will be sharp again.

With my very limited knowledge of DX 3.1 Pro and scripting, I'd think that an image plugin would be great,
especially if it had parameters similar to how the 14 Visual filters work in IE with scripting.

For ex. Make an object and attach the 'image filter' additional ability to it, then in properties you'd be able
to select the various attribute amounts for the specific function.

Is anyone up to making a plugin that does this?

Another question, is it even possible to apply a gaussian blur to a transparent area under a wadget, effectively making everything under the wadget blurred??
