You can make some ridiculas INT stacking from your pops ... it just use full tree of progressivism, 

 

 

 

 

 

you can get +30% more if you got +3 research field and another 20% if you use +3 to all like power plants insted 2x +2 computers

and maybe some lucky technocracy +3 int milestone?

 also mega structures can give you +5 int from blue but its also too far away or +3 all stats
