Since upgrading to Fences4 I can no longer add shortcuts to desktop sort rendering fences pretty useless. Can I go back to previous version?

Sorry to hear you are having issues.
Fences4 is the only version for download Fences3 is no longer available .
If you have a installer for v3 saved on you PC then , yes you can unistall4 and go back to v3.
In the meantime first try ..
Would you do this PURGE v4 : https://forums.stardock.com/486084/fences-support-faq#reinstalling
Reboot and ReInstall the latest version4 from your account page , Reboot and test and report back if
v4 now works for you . ( We have no other reports with your issue reported for v4 .

Have you checked that Fences is not locked? Right click on your desktop and uncheck this:
