There is documentation on DesktopX at www.stardock.com which you can download and get a good starting point from, then is depends on how much you want to put into it...

Also on this site you could post in the WC-Skinning section and others will know more of it.

ROFL that was too funny IPlural.

One thing I would suggest if you want to create themes, is first to download themes that you like, or even that you don't like, and find out how they were done. Modify them for your own use before tackling a complete one yourself.
