Shortcut icons duplicate on multi monitor but shortcut is empty

I use multiplicity and recently while updating my fences, I noticed when I create a shortcut on my main monitor, it is duplicating it on a multiplicity monitor.  If I delete off of the other, it removes from the main.  

Also, the duplicate is not a real shortcut so it doesn't work or have a target but if I delete, my main one also is deleting.

Is this a system setting I somehow changed?

Sorry to hear you are having trouble.

I can't even imagine how that could be happening.. Maybe OneDrive desktop sync'ing?

I will check that out, we just made a change to our OneDrive share - makes sense.
