Stuck with Windows 10 menu no matter what!

I just bought a new HP AMD Ryzen 3 3250U with Radeon Graphics, Windows 10 Home mode (I changed it from the S-mode). I have 2 users - myself as admin and my granddaughter. My steps below were tried before and after the major update of Windows build 2004 (which was successful).  

The program appears to be installed - I can see it in the start menu, in File Explorer (Windows, Programs(x86) file folder), it is in the Task Manager in processes running and when I go to Services - it is there running properly and automatically (start10config.exe, start10_64.exe, and start10srv.exe). I don't see it in Startup (Task Manager).  If I click the program in the menu, nothing happens.

I have:
1. installed, uninstalled on both accounts (admin and user) using a fresh download from my acct
2. installed with the free version & uninstalled
3. reinstalled as admin (both accts)
4. installed turning off antivirus & firewall,
5. did the bat file found in forum support to uninstall

What I did notice is that I had to run the install 2x before it asked me to reboot (all the time).  I have had Start10 and Start8 for many years and I know it always asks to reboot. That was strange.  I have had no running programs to interfere with the installation. 

I tried right clicking on the windows icon, using CTRL or FN or ALT or SHIFT to see if I could magically bring up the Start10 configuration so I could make changes... nothing.

Soooo, how do I get this running?

Sorry to hear you are having issues.  Please try purge and reinstall steps as mentioned here: https://forums.stardock.com/486022/start10-support-faq#reinstalling Just make sure to re-download the latest version from your account. Reboot after the purged. Reinstall only the Start10 and at its default location, and Reboot again after the installation. Retest it.

I would check your device is not in tablet mode.

If it is in that mode your computer boots to a fullscreen Win10 startmenu.

Ok, it is not in tablet mode for both users. 

I did follow the steps in the url for using the "BAT" file for uninstall and reinstalled over and over again using the version in my account, the free version (which I assume is the most recent version).  I can't count how many times I have uninstalled, reinstalled, making sure antivirus and firewall was off. 

I read through https://forums.stardock.com/495061/get;3752508 and there are many controls opened with this process of going through defender options... I will try them if I can and post back.

Sadly the controls I found, like app permissions - did not work.  The laptop is up-to-date on windows updates and I am using McAffee for the antivirus.  I did have McAffee turned off both for antivirus and firewall and that was not the problem (would have been nice if that is all I had to do).
