at war with the Korath, have a non-aggression with the Iridium. Trying to move a fleet onto a Korath planet and I get a popup saying 'i cannot attack the planet because i have a non-aggression with the Iridium.' save file link below:

Sorry to hear you are having trouble.
I took a look at your savegame. What's happening is that there are some freighters belonging to the Iridium on the same tile as the Korath colony, not sure how that happened. They will move on the next turn and you can attack the planet.
they have been doing that for several turns. the freighters will exit the planet tile then go right back onto the planet tile and block me again from attacking the planet.
I couldn't get that to replicate in the posted file. Do you have one just before they go on the planet's tile?
To chime in, I've had this occur before. Culture flipped a planet, and all ships at that planet left, but a different civ's freighter was stuck there and wouldn't let me in without destroying their ship (and declaring war) over several turns. It was fine with me, as I wanted to war that civ anyway, so I ended up destroying the freighter... but certainly a bug.
It has happened to others and reported so would guess it is on their list.
