Items that are not part of a Fence do not stay in user defined spot on desktop

The icons/documents that I do NOT put in a fence do NOT stay in the same spot on the desktop that I set them. I am using Windows 10. 

I have a monitor with a resolution of 2560x1440. I have put a folder in the upper right corner and my recycle bin on the lower right corner. If I play a game with a resolution of 1920x1080 - these two icons will end up in the middle of my monitor when I exit the game. This happens every time.

Repro steps:
-Install fences
-Set folder shortcuts (or other non-fenced items) and recycle bins to the upper and lower right corners of the desktop
-Have a monitor resolution of 2560x1440 (I suspect other resolutions will work)
-Open full screen game (I used Terraria as example) that uses 1920x1080 resolution (or a lower resolution than the default desktop)
-Exit the game
-Observe icons on screen and you will see that they have moved.

Expected result: Any items, not in a fence, should stay in the user defined position on the desktop

Actual result: Icons not in a fence do not stay in user defined position if an application runs a different resolution than the default desktop resolution.

Yes that works. That's what I've been doing to get the icons back to my original settings. It's a bit of a hassle to have to do that each time I use an app that doesn't utilize my default desktop resolution.

It is my understanding that this will happen regardless of Fences being installed or not.  The icons will naturally move to suit the smaller resolution , it's always been that way. If not, they'd be off screen with the smaller res.

It's never happened to me prior to installing Fences when I used lower resolution applications than my desktop default. Items have always stayed where I put them.
