My Windows 10 desktop icon refresh seems slow on 4k resolution

I think that I have problems with registered Fences 3.0.9.11 and Windows 10 Pro (all latest drivers updated). When hit F5 for desktop refresh - there is 1 or 1,5 seconds delay after desktop icons with Fences shows and to me looks like icons are not displayed from "cache" but looks like they are "rendered" all over again, as I believe caching icons are somehow disabled somewhere in my Windows 10.
I have older laptop with Windows 7 - there I've tested this copy of Fences - it works without any problem and F5 refreshes 1920x1080 display instantly (less than 0.1 seconds). That laptop is over 3 years old and I think it has something with Fences OR other problems I enabled / disabled somehow.

It is 4k display, I have all latest drivers and this is my system:
64bit Windows 10 Pro, Intel i7-5820k CPU @ 3.30 GHz (6 cores, 12 cpu's), 32 GB Ram, 2 SSD disks (that, somehow works very slow!?), NVidia GeForce RTX 2080 (8MB gfx card) and sound card - Focusrite Scarlett 6i6 soundcard (set to 48khz audio output), display is via standard HDMI cable to 43 inch TV / monitor (4k)...
Icon Refresh is the same speed (slow) even when change 4K resolution to standard 16:9 - 1920x1080.
I have to say that I have registered latest version of MysticThumbs (that was causing lots of problems when is proram set to run all icon display by default - by itself. Even opening simple Explorer and listing files - caused system to work extremely slow because MysticThumbs was working all over again - generating small icons before file names! So disabling this annoying option - changed back system speed to normal! So - even after disabling MysticThumbs program to generate icons (I use it mostly for generating icons for graphics projects I work for - .ai, .psd, .eps, .pdf, .psb, and few other icon formats that does not appear as pictures, just icons in Explorer) - Desktop refresh is still slow.
So I guess I will have to check Fences. I've found that some users are experiencing slow Desktop icon display since 2015, but didn`t find correct solution for Win10?
My questions:
- If my system seems slow - if it is not up to Fences - I believe it is generating all over again icons from scratch, without using "graphics cache" or "cached icons graphics" or so. Do you know where I enable / disable caching for graphics icons in Window10?
- If it is up to Fences - if there is no help (and my license expires in less than a year) - is there any Fences replacement as I use it only for remembering icons position I use daily for various work and once that system reboots badly - all icons gets aligned by name or sorts from left to right, in horrifying way... Changing icons position (without Fences) is a nightmare and always took me lots of time (and energy).
- I also use standard Windows 7 - like start menu (I truly can`t work with default Windows 10 start menu) so I am currently testing StartBack app (as for some reason older free Windows 7 like start-bar stopped working after one of the latest Windows updates... ![]()
- I have also CCleaner (Crap Cleaner), registered but I believe it clears thumbnails / icon caches even I disabled this in its options.
- The point of my e-mail is - how to speed up my system that looks and works faster on laptop's Windows 7 than on latest PC with lots of memory, SSD and more modern gfx card? Maybe there is some "fix" in Fences 3?
- And final question: when open "About" Fences - there is no any reference that it is registered to me - even opening "Enter product key" - works like I register program for the first time (!?) and I can register it as many times as I open "About" Fences... !? A bug? Incompatibility between Win10 and Fences? Disabled something from startup?
