upgrading to 3 from 2.0 asks for product key, says fences is not associated with this account.

I am going in loops trying to upgrade fences 2.0 each time I sign in with fences 3.0 running it says fences is not associated with this account and I have to uninstall and then reinstall 2.0

You only have Fences 2 on your account so you can't use version 3 unless you do a paid upgrade.
