Can't move them

I have just had to reinstall Windows 10 because of a "blue screen" failure. I have re-installed Fences (v1.01.143). Now, I cannot move desktop icons. I uninstalled Fences and icons can be drag around the screen. I re-installed Fences and, again, icons cannot be moved, rendering Fences useless. Is there a fix?

Fences 1.0 is not supported on Windows 10.
