Vigilant ability starbases have weaker stats
I recently started a game as the Arceans who have the Vigilant ability. Their starbases have 1 attack and 10 defense in each category. Normally starbases have 6/8/5 attack and 5/5/5 defense.

They may have less offensive power but that doesn't make them weaker.
If you can look at these two starbases and not know that one would do far better in combat than the other than I don't think you know how combat works.
I looked at the two .xml files and the VigilantStarbase is also supposed to have 200 hitpoints. The defense increase is correct, but the attack power should be identical to the BasicStarbase. I don't see any obvious errors so I'm not sure why it's not working like it should.
Isn't vigilant the tech that allows you to research fortifications? Adding +5 +5 +5 to each ship within range? That is probably why.
Yes it is. However I'm telling you I looked at the .xml and they're the same.
If the starbase attack power is supposed to be different, why are they the same in the .xml, and if they're the same in the .xml, why are they different in the game?
I'm not seeing that in my xml.

This seems to be a difference between the base game and Crusade. In Crusade the Vigilant starbase with 50 HP is in the XML. While in Mercenaries files it is the one with 200 HP.
I see it now. I'd still like an official word on if this is intentional or an oversight. The Arcean tech\vigilant trait don't seem to have changed from base to crusade except for this. They also back ported many crusade changes to the base game, so if it was intentional then why not this? It doesn't strike me as an obvious change. They might have decided to remove the extra hitpoints, but why then leave the defense increase, especially when the great loss of attack power would make the small increase in defense irrelevant?
