keeps saying to reboot before installation, but stops there

paid the 4.99 for start 10

it's the idea they keep sending email

but doesnt recognize it won't download

meanwhile they want 10.00 for fences

I like both, please help with start 10 or refund and apply to my fences that has expired today,

for all the hassle they should call it even.

Did you reboot? What issue do you have with downloading, did you try other browsers? What help do you need with Start10? Apply what to your Fences?
