Possible Bug? Idle Colony prompt no longer shows

Don't know if a new patch came out, but when a colony's build queue is empty, I no longer receive a prompt over the Turn button that says "Idle Colony."  Not a huge deal when I have a small empire, but if I have a lot of planets it's harder to keep track of which planets need new buildings queued up.

Could you check to see if you didn't divert all production to military(shipyards)?

I didn't. it was still set to 50/50 between social and military.

 

I noticed now that this issue only happens for the first 20-30 turns or so (I haven't counted exactly).   It only happens on the homeworld, and only early on in the game.  Then it works properly for the rest of the game.  

 

Again, very minor, but definitely odd.
