Silent Upgrade Forces Restart

I've been testing automating the upgrade of Fences using the "/s" switch so my users don't see the upgrade. However whenever I use the silent install feature, it forces a restart after the installation. If I don't use the silent install, no restart is forced. I've tested this on 5 PCs now.

Note that these are all upgrades from v2.11 to v2.13 on Windows 7 x64 SP1.

I've tried to use a "/s /norestart" switch but this doesn't prevent a restart.

Any suggestions to do a silent upgrade without a restart?

You will want to restart after updating the software. I don't believe that /norestart works with Fences.

I WILL want to do a restart, but if I did not do the install I would sure appreciate the option to postpone the restart until a convenient time. It's infuriating to have a forced restart without warning when you're in the middle of something complex.
