All the other icons in the Notification Area behave, but not WB. It will not stay where I place it, after a Restart. It want to be #1 on the left side. Please help.

You actually get the icon to show up in the Windows 8.1 notification area? I have to keep going into the hidden icons area to get to it, I set it to show and the next time I reboot it's back to being hidden.
Maybe mine works because I use Classic Shell? . . http://www.classicshell.net/
Maybe you're having problems because you're using both?
Can you post a screenshot of what you are seeing and what you want it to do?
Now I'm thinking also - because I use Classic Shell . . .
In Win 8.1, when I click the thing in the bottom right to "Show Desktop," sometimes it gives me a medium dark grey screen for a couple of seconds, with a line of some un-readable text . . . kind of annoying . . . maybe my computer or video card the reason:

I'm using the WB Win8 (Window 8) (Preset) theme, with a couple of modifications, so it's not a user made theme that could make drastic changes.

For an example, if I drag the WB icon to the right of the Avast icon, and then do a Restart, after getting back to the Desktop, it will look as you see it here in the screenshot, on the far left of all the icons in the Notification Tray
Yes. That's what I told you in comment #3.
Do they test to see if WB works ok, with Win 8.1 with Classic Shell? . . . I also have Avast 2015 installed.
That would be something to ask in your email to support@stardock.com .
Stardock's software is extensively tested on all sorts of setups, however, there is information you can supply to make Support's job faster and more efficient. Remember: You do want a speedy and effective answer.
The key thing to remember is that support needs information on what's going on to be able to help you. To better assist us assist you, always include the following information when you write into support:
The name of the product that is giving you trouble (and the method you used to install it; standalone installer)
In your case, Classic Shell (which I think might well be the problem interaction) should be mentioned, and how you have it set (configured).
I don't believe the issue you're having with your WB tray icon, is something WB is responsible for.
