Switching Desktop Pages not working

Its not a feature I use often so I cant say if or when it worked last on this computer. I can drag the desktop to one side or the other but it wont stay - just bounces back. I have tried different combinations of the "desktop pages" settings to no avail. I'm running windows 7 32 bit.

Have you tried moving just 1 shortcut to a new page?

I had the same issue but was using dual monitors and extended desktop. I added a shortcut as suggested above to a new page but I now have 2 extra pages - but I guess that must be by design. It's not an issue.
