I think those anomalies are fine, If anything I like them like that. No choice involved. It just goes with the concept that sometimes you cannot control everything and the best part are the funny stories
The problem lies in that you are forced to unlock the first perk once you have 20 pts.
This could be an issue if, for example, you wanted to be good, but you get 20 malevolent points by accident. You are forced to unlock malevolent 1, which makes Benevolent 1 cost more.
If you could choose to use or not your ethic points, there would be no issue.
That just doesn't make sense for ideology an ideology is something you espouse and or act out not something random that happens to you.
Put its true its less of an issue if you can't spend the points.

As far as gameplay is concerned, it would not be an issue at all. In fact I would go as far as to say it is an improvement. Gives you free points in areas where you would not necessarily go willingly but in the end it might open some fun opportunities in mixed ethic tree experimentation.
As for the whole thing being supposed to be making sense. Well, who cares, it is GalCiv and it is not supposed to be super serious. In fact, I find the concept of ''Becoming evil against your will'' to be very humorous and fitting in the GalCiv setting.
