How do you create roads?

Two choices: 

Commander path for champion/sovereign, or Mancer Pioneers. 

Then for the rest, Trading tech (auto-build between cities) and Economics tech (auto-build between outposts)

He means the commander path.   And one of the traits is build roads which will give you the option in the interface to build a road on the tile you are on.  Mancer's can add a road building trait to trained troops if you design them to my understanding.  And there's the two techs as he mentioned..
