Bug: Starting talent being used as a preq?

Im playing a game right now as General Carrodus of the Mancers.  He started with a fairly deep talent on the tree, Tactician.

When I level I was able to go off this talent and within 3 levels had the end power Battle Cry.

This power seems very good.  Not sure I should be getting it at level 4...?
