Monsters and Caravans

Good Morning

Why can monsters (skeletons from the Night of Haunted Dreams) and AI caravans (Altar in the example I am experiancing) occupy the same tile (they both moved into the same time some several turns after the event occured)?

In any good RPG a caravan is always the spot of a random event, especially when skeletons are involved.
