Tower of Dominion can be built in every city?

Unless there's a tech I don't know about, it seems that a Tower of Dominion can be built in every city in one of my later saves. This happened as I was going toward the Spell of Making victory. Any explanations for this?
i noticed that razing a conquered city that has a tower of dominion allowed me to build another tower of dominion in one of my cities (despite the fact that i already had one in my capital). maybe that's the same phenomenon you experience? did you conquer/raze any foreign cities recently? did you actually (start to) build another tower or do you just see the option to build it?
Yes, I think this would be the case. If you capture another city with it already built, it doesn't get demolished, but if you raze the city it adds 1 to the count that you can build. I don't see why it can't be if number of Towers of Dominion (or whatever building) is greater or equal to one (or any other positive number) no more are allowed to be built, rather than incrementing the counter when a city with the building is razed. Derek, is this feasible?
