[Bug] Gold not Accumulating from Propaganda City spell

Great game, so much promise.  Congrats to Stardock on getting it right on this inevitable classic.

Bug:  I started the game by setting my taxes to zero, and using a the city spell Propaganda to generate extra income to cover.  However, when the taxes are set to zero, the gold isn't incoming.  I didn't realize this till after several turns of playing.

Seems to me that this might be meant to happen when taxes are set to zero, but perhaps not so I mention it here.

Sorry if this was already covered elsewhere, but I stopped looking after page 3.  Also if anyone has a link for "known issues", I'd love to see it.

Now back to the game with taxes set to low....

Propaganda adds to your CITY'S gold.

The gold you get is what you tax your cities at. If you tax them 0%, you will not get any gold from them.

This is not a bug.

Yes. You are building a market square, or letting a city operate a gold mine, or creating an enchantment that makes the ambient essence coalesce into Gildar raining on the streets.  This is income for the city, and great for the citizens, but unless you tax it, none of it ends in your coffers.

And the bloody peasants are still unhappy, with one out of ten marching in the streets clamoring for a bell tower or a cleric.  Makes you want to feed them all to the skaths.

My thought was that since propaganda is one of the only spells you can cast on Season 1, well it's meant to help you kick start your first cities with an accompany-ing zero tax rate.  Also to help you avoid building the pioneer killing cleric or bell towers.  The one makes them quake at leaving the city, other homesick when they don't hear the familiar "dong" on their journey into the wildlands.

Besides...Essence flows in fountains behind the Palace Outhouse, where my harem and I can thusly bathe in it.  Peasants wouldn't know what to do with an Essence Fountain that spews gold, much less how to bathe.
