[1.0][Bug] Mana Maintenance

Both Anointed by Fire and Blessing of Restoration state a mana maintenance of 1 in their spell descriptions, yet when cast (as least within the campaign), no maintenance is charged. In fact, the enchantments don't even show up in the Enchantments Ledger when cast.
