Minor request to change shields and techs

Could we put all shields into weapon techs?  The first shields are already there, like the wooden and round shields, but the later ones are tied into armor.  I know this probably sounds like a waste of time, but I like to mess around with options when creating nations, so I like the idea of creating an army that is no armor, but defensive and has golem shields/tower shields.

I don't like the idea of being able to bypass armor techs and still get some armor. It is better for balance to have all the armor in the armor tech.

Boo to you!  You are still at a big disadvantage with only leather armor, shields would help me create a better light infantry as it's shields that really provide dodge bonuses.

You can get +30 Dodge from traits and +8 or so from shields. Light infantry don't needs the muscle and strength traits, so they are free to get dodge bonuses. I am not saying you shouldn't be able to get shields for light infantry. I am saying you should have to research armor to have efficient armor on those light infantry. If you can just get it from techs and be done, the cost is lost.

Yes, but you are only going to have a tiny fraction of armor if you don't research the chainmail or plate techs, so moving the shield to the weapons techs really isn't going to provide much of an advantage.

If you go "No Armor" you lose access to the chainmail and plate armor techs.  You can't research it at all, you can't make them for soldiers or heroes.  It's a big penalty.  I think it's still a big penalty if they would now get access to the last two shields and I could have more flexibilty in my faction creation.  And this is about me!

So your argument is that shields offer so little of an advantage, they can be put anywhere? Seems like you are trying to avoid researching Armor and Plate. I smell a politician. The Armor techs are separate later on so that you can't get good attack and good defense from the same tech and then just write off the military techs.

The no armor penalty gives you an extra faction creation point. That is hugely valuable and is my argument for needing all the armor techs to contain all the armor. You shouldn't be able to use armor if you chose not to in exchange for something else. It makes the faction choices less meaningful. For example, I love that the special Gilden shield is only usable by Iron Golems, which gives them no towershield in the late game. It makes them feel unique, using a one-handed maul and kiteshield. I don't want to lose that.

That seems more like a bug to me.  They should get tower shields.
