In an earlier build it was a tier 7 or 8 tech (dont remember for sure). I dont know why it got moved up but the simplest solution is really just to put it back. I'm all for making the ability to phase jump a module though. I've seen a couple of good ways to do this floating around.
1) (my idea) 2 level module, first level gives the orky a permanent reasonable buff to movement speed and turn rate, second level allows phase jump
2) 2 level module, first level allows phase jump with a debuff of some sort to the orky, second level allows phase jump as normal
I think combining moving the tech up to tier 7 and making the ability a module (replace colony pods to make room) is probably the best way to balance out the VR orky.

Read the desc. Says you can jump multiple orkies in a well. Just only 1 will be firing but it may bug and have all of them fire.

Well I played 1 game with vasa on mp and while we lost 3 players early on me and hiro were able to turn things around. Didn't play against them yet though.

I have nothing against little advatage for a vasari but this is just overkill.
Adding to general lack of balance in game and corvete spammfest, it makes me very unhappy.
As much as I agree with you, I do not think that a single tech should completely counter another tech. I would suggest, after researching a tech (tier four or five), starbases traveling to a hostile gravity well that have a phase jump inhibitor have their travel time doubled or tripled.
