How to become a good skin maket...?

Hello Everyrone. I'm sorry if this post might sound stupid, but lately with the great skin emergence of XP Skins, I feel like making my own changes to them. Unfortunately, no one has even helped me, by making something for me, but I understand that it is stupid, and that those people are busy people. Anyway, my question to you great skin makers is, how to become one of you? Meaning, what graphic programs, programming languages, and techniques are needed, under one's belt, to become an effective skin maker. Once again, sorry if it sounds stupid, but please try to help me, and guide me to glory. Thanks in advance!

Three steps to enlightenment:
1. Read the documentation
2. Disect existing skins and find out how they're done
3. Practice makes perfect

And it may sound corny, but that is the righteous way.
