Capital ship capacity bug

I built my Titan with 4 capital ships already out. After I started it, further research to increase my capacity to build capitals did not yield anymore units. In other words, I cannot build any more capital ships even though I've researched the capacity upgrades, it still shows "0"  crew available.

I tested this out as Loyalist and I got the proper result. Did you use Rebels?

This worked fine with me on both factions. So it does not happen to everyone.

Take note that a titan takes thee command (if I recall correctly)

Titan takes two command...it uses the fleet supply of three capital ships...
