[0.77 Bug] Quest won't trigger when sovereign moves to hut

In this saved game, my custom sovereign is one tile south of a quest hut labelled "Odd Hut".  When I move her onto it, the quest does not pop up - nothing happens.  I've tried reloading the saved game and it's reproducible.
