[Bug 0.77] Tech says completed before being researched

Early on in the game I got a lost library and the spillover from what I was researching was enough to complete one of the first level techs in one turn. However the text for all of the remaining level 1 techs said completed and listed no time. Not sure if this is working as designed, but its a bit confusing. The tech was completed the next turn and all the level 1 techs reverted back to having a research time shown.
