Occ's Power is variable depending on Demigod choices of Both teams.
That is to say he can be as dangerous as any of the other Tier 1 DGs based on demigod choices.
eg: Occ with stun and interrupt teammate is ultra dangerous, because you have a setup for the double jump and can block a TP out.
Yet this is less awesome when you can chain stun him to negate his upfront burst damage and block his debuff remover.
So I would say given equally skilled teams, Occ can be better than LE, just not as often as LE is better than Occ.
If we were to compare LE and Occ directly.
Occ does win in one important area over LE, and that is lane control.
If your teammates can hold their flag, Occ can hold his easily by burning mana pots making victory by warscore easier to achieve.
LE wins in all of the Shenanigans categories though. That is to say escaping certain death, ganking, denying tactics, capping flags, being in the worst possible place at the worst possible time etc...
