What's the sense?

You know how in the manual it says "Once a new planet has been secured, a Protev is called in to deploy settlers and administrators on the new world." It also says "...the Jarun safely ferries civilians critical to the survival of the Vasari species and experienced Xeno administrators between the stars." I was just wondering, you've destroyed the Government facilities on a planet, the people are mostly in refugee camps,they have no power or clean water,they don't have much food, I mean their desperate, why would a faction send settlers to the surface?

I just don't see the sense in it.
