Storm(spell) and conquered cities

First. The spell storm. It costs 27 mana and hits a single random unit for 5-8dmg +2 or there abouts. Why does it cost so much mana for being so poor? I realize some early spells are not as good as later spells, but it seems a bit much to cost 27 mana. Is this intentional?

Second, conquered cities. Before the patching/changing of game mechanics towards 1.1 if you conquered a city it had all of the improvements still in it. I just conquered my first city(and the game crashed, damnit! :annoyed: ) since the new game mechanics have been added. The buildings were not listed under the city's building tab on the left, but if you click the crystal ball of the city it showed all of the buildings. So which is it? And how do these buildings work if the opposite civilization type takes over in the new version(1.09whichever letter)? IE-a kindom conquers an empire city.

Storm Spell is awesome!  It's a huge AOE spell and justly should cost a lot!  It can be spammed if one has the action points and mana, so it should have a high cost and its radius is bigger than I've since from any of the 1.09e or predecessors.

Unable to comment on the city question.

Storm isn't AoE - or if it is, then it's not the spell that the OP is actually referring to.

I've found that spell mildly useful when I use intelligence as a dump stat for my sovereign but I somehow acquire a bunch of air shards.  Since most other combat spells have damage based on int, storm is the only one that deals reasonable damage in that situation.  So yeah, it's kinda crap, but there is an extremely narrow use for it.

Sorry my bust I was going from memory (pulled and all nighter) I was thinking of spell blast which also costs something like 27 mana iirc.  I have not experience storm spell then...  Apply my comments to Spell Blast...
